1988 F-150 302 won't start

I have recently purchased a 1988 302 with EFI. Engine cranks good, and I can get it to "spit and sputter" if I manually dump fuel in the intake (will not fire otherwise). I have been jumping the fuel pump relay to activate the high pressure fuel pump located on the left side frame rail. When the pump is actuated I have fuel pressure up to the fuel rail and voltage to both wires for the injectors, yet it will not fire. Any ideas what I may be overlooking?

first check firing order. if not this, then it sounds like the timing chain may have jumped.
did it ever run? how many miles? any records for maintenance?

my 93 is doing the same. I have the fuel rail pulled fromthe motor with lines and injectors attached with a remote starter and the ignition in the run position I turned over the engine and found that only 2 injectors are actually working. I did not check the voltage at the injector plugs, how do yo do that and what voltage should be there//

It does sound like a timing problem. How many miles/how old is the engine. Check all electrical areas.
It could be a module problem but if there is fire to the plugs, then maybe timing is where to start. Good luck.

The engine has 99,000 original miles, so I doubt that the timing chain is bad, although I will check this. The reason I doubt the timing chain is bad is because the engine will run if I continue to manually supply fuel to the engine. I haven't had a lot of time to troubleshoot this problem, but I believe that it is either the EEC-IV or a problem with the fuel pressure regulator.
