P0471 code question.

I have a 2012 F250 XL 6.7L that threw a P0471/EBP out of range code. Used forscan to compare the code to the BARO reading. Key on not running, EBP was 15.9 psi, BARO 13.9.
Assuming the sensor should match the BARO when the engine is not running, I ordered a new sensor. The new sensor reads 16.9 psi with the key on, not running.
Does this mean the new sensor is also bad?

I have been having intermittent DEF performance codes and the 50mph limit problems, but a forced manual Regen cycle would clear it for a while. Then last week it just popped into 50mph limit with no warning time. I'm thinking the sensor has been going bad for a while and would drift back into range before being verified and lighting the CEL.

Irritating that the new one is more out of range than the old one.

Just looking for verification that the sensor should be within a few tenths of the BARO reading at key-on, i.e. they should read the same or close.

As it is now... EBP 16.9 .BARO 13.9. MAF 13.7 with the engine off.

According to the PCED, at KOEO, the EBP, BARO, and MAP_A PID values should all be within 1.09 psi of each other.

Thank you for the quick reply. I thought it was something like that. The pid for the EBP reads 4.1 psi without the sensor attached (open circuit) I'm going to check to see if there is wire chafing or something like that.
Is it normal for the pid to read other than zero with no sensor attached? If the reading is 4.1 psi higher...it should be 12.9 and that would be in range.....

Most likely, there's a bias voltage or current in the input port of the PCM that's causing some minimal value to be read when the sensor circuit is open. The PCED is silent on this issue, it simply says to replace the EP sensor if the values are not correlated. I'm just basing my opinion on my experience with numerous A/D sensor circuits that I've worked with through the years. Such experience may or may not be directly relevant to this particular circuit, I don't have any way of knowing.

**update**

Success!

Bit the bullet and bought the right part. Key on test was in range and once warmed up the 50mph limit just went away. Additionally mpg have improved from 12ish to 16ish after 25 miles of driving. Thanks to all for the advice.
