Has it already been modified so that it works with the '59 engine, presumable a 2 barrel or is this a totally new swap?

I don't know about '54s so I don't know if this will work for you but maybe it will give you an idea if not. In my '61, I used some all-thread with a spherical bearing rod end on the firewall end and a quick disconnect on the carb side. You can use rod ends on both sides and just bolt it to the carburetor - I had it setup like that for a long time. All but the quick disconnect can be found at a good hardware store. The stuff I'm using is stainless, which I ordered from Mcmaster-Carr. The quick disconnect came from Jegs, part number 555-15734.
You have to carefully cut the all thread to the right length to allow you to adjust the rod so that you get wide open throttle with the pedal to the floor. Too long and you don't get wide open, too short and you can damage the carburetor by pulling the throttle too far when you get on it.
