Meanwhile, I think I found your answer:
"While rotating wheel, tighten nut to 17 to 25 Ft Lbs.to seatbearings.
Loosen nut 1/2 turn, then tighten to 18 to 20 INCH Pounds.
Align retainer with hole and install cotter pin, then cap."
