Rear wheels locking up

Rear wheels locking up
I have a 49 F2 that the rear drive wheel keeps locking up. Six years ago this truck was driving on the road with no problems. I jacked it up and took the drum off to clean out the shoes. I was able to spin the wheel by hand. I put it back down and tried to drive it with no success. The parking brake is not on. I adjusted the brakes off so they should not be the problem. I am wondering where else I should be looking. Thanks in advance for any help.
