I just got a 07 Explorer Ltd with the power running boards. The passenger side works as it should but the drivers side did not move. I looked underneath and the electrical harness for the running board motor was disconnected and taped up. I took the tape off and cleaned out both ends and reconnected it. Now it just makes the beep noise but does not move. I am hoping it just is jammed up but can not figure how to release the assembly to lower it. I looked online and the electric motor is a discontinued part and hope I don't need one.
The typical issue with the power running boards is that the limit switches fail so the system no longer knows either when it is fully retracted or fully extended. New switches can be procured from a parts place such as Digi-Key, Mouser, or Newark. You'll likely need to remove the assembly and disassemble to test the switches. If you find a bad switch you may as well plan to replace them all and order extras for the passenger side as well.

Any directions on how to extend them manually? Would that be the first step to check for switches or removing them?

It appears several others have had issues with the pivot points binding as well. That might be an easier starting point. I'm not sure you need to extend them manually to get them where you can work on them, and if that is necessary, I'm not sure what you'll need to do to extend them. Sorry.
