under dash fuse panel removal 2000 e350

Hi guys. New to the forums, and ford vans in general. Just picked up a 2000 e350 and trying to get it figured out. I have already fixed a few electrical issues, but I've got one out of two cigarette lighters working, and Im trying to trace the wire back to the fuse panel. The first one was a blown fuse at #23. All wiring diagrams say nothing about a second lighter either, and they have different hot wires. This one is black with a pink stripe. How do I get the under dash panel off? There are no screws, its like a plastic clip. It moves around a little, but I cant get it to pull off. I'd also like to be able to add more circuits as well. Thanks.
