do baffles in stock tips restrict?

do baffles in stock tips restrict?
1992 E350 w/460 has twin exhaust pipes with large tips. The tips have what look like sink strainers in them (spark arrester?). Are these restrictive enough to hurt performance? Thanks, Hanno
