The ECM needs to be flashed to remove|change the speed limit.
Keep in mind it is there due to (amoung other things) the critical mass limitations of the driveline.
That, and without upgrading the suspension and braking systems of the vehicle is reckless to your passengers and fellow motorists.
*Usually the case of a high-performance vehicile driven by a low-performance driver.
