4WD Vacuum Issue

Hello all. I replaced the vacuum solenoid under the hood. Now when you drive down the street the front end feels binding and jumpy. With the 4WD engaged taking turns the front ends binds extremely bad. I pulled the vacuum connector off the solenoid with the SUV running and the red line has constant vacuum. I drove home from work with the connector disconnected and it rides smooth again. It seems like the front hubs are getting vacuum all the time. So the big question is should the solenoid have vacuum on it all the time? Maybe the new solenoid is bad? What do you guys think?

The solenoid is connected directly to the vacuum chamber, so YES it should have vacuum to it constantly. When asked to, the solenoid passes that vacuum through its inner workings to the hubs. It might be getting "the signal" all the time, and thus passing the vacuum to the hubs all the time. It might not be the solenoid is what I am saying. Another component could be telling it to pass vacuum to the hubs when you don't want it to. Checking the pins on the plug for voltage is in order.
