The ELD don’t in and of themselves slow things down. They are unpopular with drivers who generally get paid on logged driving time. The ELD log driving time only so if a driver is sitting waiting it is effectively non billable
Combined with a shortage of drivers and the fact that a truck can wait 3-6 hours at a railhead waiting for a rail car to load means that these types of loads are low in the list of driver ‘wants’ for loads.

Got it.
Paying for haul time. Not for standby.
THAT sucks for drivers.

1) driver shortage
2) more containers are being routed via rail.
Why? A 3 hour drive from port was typically sent by truck. 3 hour drive there, 3 hours back, 2 hours for unloading/lunch/etc. With ELD introduced you now have to log that 1-2 hours of port load time and all of a sudden the move isn't legal.
Sunken containers are a common thing(where container landing gear just sinks in mud) and just other logistical headaches we don't usually see. Too many containers on rail yards. Bad weather is not helping either. This winter storm coming tomorrow probably not helping....

Dealer gave me the scheduling paper from ford That states
2018 MY Super Duty Balance Out -- Final orders are due for MY Super Duty on Thursday, April 19. Spec changes and cancellations will be shut off on Thursday, April 19.
I'm in Michigan so not sure if that makes a difference. Also said 8-10 weeks is what he's been seeing for time frame

Well, after a little over 4 weeks of sitting in "Awaiting Shipment" status, my 350 was loaded on a train and is now in "In Transit" status! Woo hoo!
Now the question becomes, How long will it take to get from KY to CA? My dealer, who has been spot on up till this point, says that most of their vehicles take around 5-7 days to make it to the hub in Benecia, CA. Does that sound about right for anyone who has taken delivery in CA?
