Rocker panel ??s

I have a 96 regular cab that needs some rust repair on the rockers and door posts. I see a full rocker with both door posts, and also a lower rear door post. I need the full rocker but my question is on the rear door post what is the flange with the hole on the bottom right?

Is this just a small piece of the full rocker with door posts? Or does it fit somewhere else?

first pic is the inner rear support of the rocker, the second pic is the rocker panel (or cover) if I recall correctly. where are the pics from? i'm sure these are rust repair panels.
