help decoding VIN
You can see your data here.
Econoline Data
You have a 1961 pickup. That as the first year they made them.
Yours was made durrig the first months, and was not originally equipped with the ballast weight over the gas tank. It was probably recalled and added by the dealer. Do you see the heads of some carriage bolts in the rear bed of the truck over the gas tank?
Yours is a 3/4 ton truck. Regular trucks could carry a half ton of stuff, but yours came with better tires and possibly beefier springs to allow the extra carrying capacity.

Bill makes a good point, that in the first year of production, you can not tell by the door-plate data if it is a van or a pickup. Ford thought it was obvious to just look at it.

That Econoline was part of a special order with a special paint color. Probably military.
3/4-ton payload with the dinky 144 engine!!! It was designed to carry a heavy load, but not in a hurry to get there.

The tag says HD. Ford did make heavy duty (HD) Econolines with and without windows.
As you said, it is easy to swap out the doors and not change the tag.
To find the real VIN:
Look on the cross brace that is behind the tail lights. You should see the VIN stamped on either the left or right side of the van. It's on the side of the cross brace that faces the front of the van, so it is usually easy to see.
The other place to find the VIN is stamped in the floor under the lip of the dog house. You have to remove the dog house, and all of the black goo to see the VIN.
Starting in 1965, the VIN is also stamped on the small hump behind the dog house.

The paint code was blank.
Wheelbase is 090, which is a 90" wheelbase.
The Regional Sales District is 71 for Los Angeles.
The Special Order number is 0474.
Often, Econolines with a special order number had no paint code. The military had their special colors, as did corporate fleet customers, and thus, since it was not a regular Ford color, the paint code was left blank. In California, Pacific Bell and Pacific Gas & Electric ordered a few Econolines during these years.
There are three Econolines in the database at Econoline.org with the same special order number, and all built in February 1963. The first one has a paint code for Caribbean Turquoise, the other two were left blank. Maybe a Sears fleet truck?

Since you have a 1990 F250, you should ask for this decode and etc questions in the 1987/96 F150 and larger F series truck forum.
