Help! Plz

Ok so I have a 1997 ford f350 with the 7.3 international motor in it moved to Wyoming last December and husband didn't listen and did not put anti gel in the tank and it geled bad got it ungeled and it ran good for a sec and then it started acting liken it wasn't hitting all 8 and wouldn't go above 40mph and it's a standard transmission put new fuel in it and parked it and now it won't start we've replaced the fuel filter, we've done the position sensor in the front bumper we've pulled the chip we adjusted the idle we replaced the oil plug on the back side of engine and might I add that it's been yrs since he replaced the glow plugs and both batteries are dead but it wouldnt stay running even with charged batteries so I need some advise on what to do husband works the oil fields and I have no vehicle to drive while he's at work and I need one bad and yes I am mechanically inclined and the fuel pressure was checked and it is good

I would start by checking the fuel filter and see the condition. Make sure you fully charge the batteries or the truck will never start.

Fuel gel doesn't hurt anything, just have to get the truck in a warm place. Following this chart will help.

I was about that too. Maybe a snow brush jammed between the skinny pedal and the seat?....
