7.3 stalling

i have a 99 7.3L and if it doesn't reach 140ish motor tempt when it's about 30 degrees out it'll stall out or it'll stall here and there before it's a steady idle. It gelled up last December -ish and we managed to get it running and change the fuel filter but now it's stalling again. Any suggestions on what could be the issue?
