I saw this years ago on a Ford King Ranch and ever since, I made my own for the past two trucks.
Heavy leather, hole punch, leather sewing needle and some thick leather string/rope to sew it together.

I have made them out of scratch for two different trucks.
I'm not sure, but you can probably buy them online. Super Duty King Ranch used to come with them. Model years approx. 2005-2006 maybe earlier or later.
