hrm... how about when you hit the brakes? its very likely just a short in thewiring by the tailights.. if you have aux wiring for a trailer, check the wiring there.
you may have also installed the bulbs in the wrong sockets on the tailamp assembly..

have you checked your neutral safety switch?
you might have such symptoms if it shorted.
mine died open. it's not an easy part to find. to get the backup lights working again, i bypassed the NSS and put a manual switch on the dash...

Pull the fuse for the B/U lights.
If they are getting power from the running lights the B/U lights will stay on when the fuse is pulled.
If they go out, the problem is part of that circuit.
