Plugged Cats

I have a 99 F-150 5.4 4X4. I have had a Borla cat-back since 99 and in the past year or so the exhaust has been getting quieter. I suspect plugged cats, and would like to know if anyone knows the symptoms. I don't want to gut them or anything. I also found a pair of cats on ebay, but I don't know if an exhaust shop would be able to weld them back on because they are cut pretty close to the housing. If your cat are plugged you will lacking power, It will be hard to pick up speed.

I have noticed power loss also. I have priced new cats and am trying to do this the least expensive I can get away with. Thanks for the feedback.
