When I tore down my flathead starter, the 2 bolts holding the bendix spring didn't have lock washers on them. The previous owner had locking wire tied on instead.
When I put the new lock washers on, am I supposed to bend down that straight tab?

You don't use a lockwasher with those. The bent part goes towards the shaft, and rotated CCW until it hits a place that stops it. Then tighten the bolt, and bend the straight tab to rest against a flat on the bolt head.
