Strange F250 issues

Hey fellas, I have a really strange issue going on with my truck that I'm hoping someone might be able to help with.
It's a 95 F250 with the 5.8. It will not communicate with an OBD1 scanner for whatever reason and I tried manually pulling codes with no success either.
The issue is that I can start it and it'll run and drive like normal and then sporadically the service engine light will come on the truck gets louder and it won't rev over 1500 or move in drive. If I put it in park it'll rev and it'll move in 1st or Rev. Then whenever it feels like it the light will go off and it will quiet back down, which makes me think electrical but I'm not sure. I'm taking it to work this weekend and dropping the tranny pan to make sure the filter didn't fall off and adding a couple ground straps but I thought I'd see if anyone else had any ideas of what else to look at while I'm at it.
Thanks in advance. Tom

Take the PCM Computer out and open it up and see what the caps look like. I bet they are leaking.

Thanks subford. I'll check it out. Also going to try a different icm and see if that changes anything.

You have a Black remote mounted ICM and they very seldom go bad.
Just make sure it is not Gray in color.
