This was a problem, because if the engine was changed, the numbers no longer matched, unless a Ford dealer installed a new engine and then stamped the original engine number on the new block.
FoMoCo dealers were instructed to do this, but some mechanics forgot or didn't want to bother.
VIN's were introduced in 1948 (trucks), register the entire vehicle.
99T is at least a one ton truck. There were also commercials (1/2 tons), 122" wheelbase 3/4 ton trucks.
