Air Tabs have lots of documentation of improved fuel economy on big rigs. The reason you don't see them on "every" rig is the majority of tractors don't always pull the same trailer. The fleets that use them have their own, dedicated trailers.

You may have noticed the proliferation of the folding, tapered, extensions on big rig trailers recently. This is a variation of the same idea.

The airtab vortex reduces turbulence (which induces drag and instability) behind the box. Improved mileage will depend on the application but expect it to be in the single digits of percentage gains. Given the cost its not they are not likely to pay for themselves on the average guy's travel trailer.
