Electrical problem

I have an electrical problem on a '99 F550 7.3L service truck. The electrical system is drawing about 400 mA with key off and doors closed. It's a dual battery system, but still manages to kill the battery overnight. Isolated problem to the #15 fuse under the dash, a 5A fuse that according to the OM, protects the GEM, PCM and ABS modules. Any ideas where I go from here?

Did you wait the requisite 35-40 minutes for the battery saver circuit to time out before making your measurement? If not, your test results are invalid.
