1978 F100 - Trans Code X

I have a Canadian built '78 Custom, round headlamp and 1978 stamped on the VIN. It has a C6 trans behind a 302 with a 2.72 ratio 9" rear, and the trans code is X, which decodes as C6 (Fleet Only). Does anyone have any idea what's different about the "Fleet Only" transmission option?

Pretty sure 302's were matched with a C4 in the standard ordered truck. This looks like fleets were allowed to put C6's behind them...

Is it possible that is the only difference? I know my 1980 F100 (also Canadian built and a Fleet ordered truck) had a C6 backing a 300 with a 2.47 ratio 9".
