Front Bumper Bracket

While removing my front bumper from my '64 F100, I noticed that on one side, the bolt was smaller in diameter than the other. I bought a matching sized bolt to replace it. When trying to install, I found that the bolt hole is actually smaller on one side than the other! The lower attachment for this bracket is a rivet, not a bolt. I didn't realize the bracket was riveted until after I removed the bolt. Is this as-designed? or just an anomaly on my truck? This is the bolt holding the bracket to the frame, not the bumper to the bracket.

Yup ND, the small one is indeed a 7/16" x 1" bolt. Looks like someone drilled out the larger one at one point. Thanks for clearing that up!
