Most exhaust shops drill a small hole in the pipe just before the converter and use a pressure gauge to check the amount of back pressure in the exhaust, then weld the hole back up when finished.
Most will do it for free.

Right after a good run you can check the temperature of the pipes going in and out of the cat. If the cat is working properly it will be hotter after the cat than before.
Rather than drilling a hole in the pipe you can just loosen off the pipes from the manifolds and drop them down a half inch or so and go for a spin to see if there is more power which would possibly indicate a plugged cat.
You can use a vacuum guage on the engine and run 2000-2500 rpm, if plugged vacuum will decrease.also hit the converter with a rubber mallet and if it has loose stuff making any sound just replace it or modify. good luck
