SSM 19898 Question

Does anyone have info regarding "Special Service Message 19898" repair procedure for 1997-2008 multiple vehicles- Rear Leaf Spring Noise?
I've had a strange sliding noise at rear of truck for awhile now. I've changed rear shocks, checked for loose frame attachments, spare tire holder, tailgate and exhaust system. Nothing in box other than box liner. Noise is mostly predominant on turns but can happen in other situations. I ran across this SSM but haven't found any more info.

Note that the SSM does NOT talk about pulling the U-bolts and taking the springs all apart!

Thanks very much. Exactly what I was looking for. I changed the rear leaf spring nylon spacers last year and one year later a noise has started. Some research has suggested the diffs Trac-Loc may need rebuilding but I'll try this silicone grease on the spring pads first.
