Does the pedal have any movement? Single or dual master cylinder? If you have someone help you bleed the brakes, will the pedal move when you open a bleeder screw? How snug did you adjust the new shoes against the drums? (I'm assuming drum brakes)

i've heard that this is caused by a bad booster. or maybe it's installed incorrectly? just because it's new doesn't mean it's good.

I've got a '65 with vac assisted brakes. Recently reworked everything and here's what I encountered. There were 2 mc listed by Ford originally (1 for power brakes 1 for manual). No one I know makes the one for power brakes and are pretty much forced to use the one for manual brakes instead. Visually, they look identical. The difference is the depth of the pockets. Power mc requires a deep pocket while the non power comes with a short pocket. This means that the pushrod is is in effect applying the brakes just by mounting the mc to the booster. In my case the solution was to shorten the pushrod by 9/16". Not saying yours is the same problem as we need more info from you.

In my endeavor I came across p/n C5TZ-2140-B (w/ booster) and C1TZ-2140-B (w/o booster) for the F250. I believe as you show they were different for the F100. I never did determine the physical difference for certain as no one I found stocks both. I suspect the difference is the pocket depth.

C1TZ-2140-B = 1961/65 F250 2WD/4WD without Power Brakes.

C5TZ-2140-B = 1965 F250 2WD with Power Brakes.

C5TZ-2140-A = With/without Power Brakes: 1965/66 F100 2WD & 1966 F250 2WD
