base carb setting
I have fuel to the carb and I believe all the vacuum lines are hooked up correctly.
The dizzy has a new rotor and I have new plugs gapped at .044.
After pouring 1/2 can of Seafoam in the tank, the truck fired and ran for a couple of minute spewing out smoke - like Seafoam does.
Turned it off and now it will not restart - wants to, but doesn't.
So, after searching this forum and Google, I may need base carb settings.
Additionally, should the throttle butterfly be closed when the motor is shut down? Am I experiencing a choke issue?

If the engine ran before Seafoam but now doesn't ... and nothing else was tinkered with ,... the carb shouldn't need any adjustments.
You say the carb is getting fuel.... so if you look down the throat of the carb and actuate the throttle by hand, do you see a squirt of fuel?
If you do see the squirt,.... when you try to crank it what exactly is happening? Does the engine just turn over? Or is it trying to fire?
If it's just turning over I would think you have a spark/timing issue. You changed the rotor and plugs... is there anyway something got messed up? Pull a plug, then put the plug wire on the pulled plug and hold the bottom of the plug against the block somewhere. Have someone try and crank the truck...look to see if you have spark jumping on the plug.
Let us know what you find.
I checked all vacuum lines and they are clear.
The screw on the back of the carb was loose - allowing play in the linkage. That has beenj tightened up.
I now have "start" and a little bit of an idle, but without working the throttle it will die.
So, should I now turn the dizzy a bit and see if I can find a sweeter spot - now that I can actually twist the dizzy after a good dose of PB Blaster?
I have a vacuum guage, but w/o an idle that does melittle good.
Frustrated, but too hardheaded to quit, ha.

Is the choke closing as was posted and if so see if the high idle speed cam & screw are working as they should. You may need to turn up the choke high speed so it will run when cold.
Once up to temp what is the idle speed? If low turn up the idle speed screw so it will idle at factory spec.
Once the carb is set so it will run you can check the timing.
You running points in the dist and if so set the dwell to factory spec.
When checking timing make sure you remove the vacuum hose to the dist. and plug it when checking timing.
There is more to check than just timing at idle and we can get in to it later.
Now that the timing is set recheck the idle speed and set back to factory spec now you can use the vacuum gauge to set the idle mixture. Turn it in or out to get the best vacuum reading. You may need to re-adjust the idle speed when doing this and re-check it when mixture is set.
That should get you going.
