I just got a Ebay rotor/pad set. Nothing fancy but I didn't get the cheapest thing either. Think I paid $80 which is still really good.
If you're on a budget but want something solid (as in: piece of mind), Centric rotors and EBC pads is what I used on my last set up though it was on my E150 van.
Unless you're really lucky, get a 5lbs hammer. I had a hell of a time getting my front rotors off. Seems like most people do.
If you don't want your rims covered in brake dust I recommend a set of ceramic pads. I like the Akebono pads from Tire Rack. The rotor sets off Ebay seem to be the best deals and the drilled set I have on my Expy have held up very well for the past 60k miles, showing no sign of wear.

hey Mike, do you happen to have a name of those rotors? I saw some on there, but I wasn't sure how good they would be being eBay and all… but if you would like him, I'm willing to give them a shot.
When I had ceramics on my Explorer, I was never happy with their cold bite. As in: that first application of the brakes either right after start up at the end of the street or coming off a long highway run (or a panic stop).
I'm running Hawk LTS now on my Explorer and my Expedition. Great pads but on my Expedition they are dusty. No dust on my Explorer. Weird. Only difference is blank rotors on my Expedition and slotted rotors on my Explorer.
And when my Explorer started to transition to more of an off-roader, the ceramic pads couldn't hold me very well on steep sections or rocks. Lots of brake pressure was required to get it to hold position. The type of offroading I do is very slow and brakes never get a chance to warm up. When I switched to the Hawk, their cold bite is great- on road and offroad.
The Akebono ceramic pads don't have any issues hot or cold stopping. No dust. The drilled rotors came from R1Concepts and they're pretty high quality rotors.

During the Winter I work a second (FUN!!!) job at my local ski resort. The ceramics I have on my Mountaineer are just plain dangerous! I put my foot on the brake pedal before I even start moving to attempt to start building some heat before I need the brakes. I still have many pucker moments every season.
I love them otherwise. Clean and quiet. No garage so I don't do much work on my vehicles during the Winter (weather report calls for a few days next week with a daytime high of 2 degrees at home . . . ) I never think about them when the weather is warmer!
