Fan noise
I have a 2002 Ford 7.3L powerstroke that the fan clutch seems to cycle on and off at 2600 RPM or greater when pulling heavy loads and summer time conditions. Is this normal?

Yep, it's normal and designed ot do just that.
the clutch is thermostatically controlled. So when you have more than normal heat loads it will clutch in and out as the temperature of the air changes thru the RADIATOR.
