brake light woes

I put an electric brake controler into a 97 F-150...Im not sure if it had the towing package origionally or not. It has a 4 pin connector on the back but since its a manual tranny it dosnt have a large transmission cooler or anything....
Anyways everything works well and all the lights (turn signals, marker lights etc.) work as they should except the brake lights. The trailer brake lights remain on when the pedal is NOT depressed. as soon as i depress the brake pedal the trailer brake lights go off and the truck brake lights go on. The electric brakes on the trailer are working correctly (when i push the brake pedal the trailer brakes engage) as are the truck brake lights.
I am using a 6 pin connector kit that i bought with the brake controller which hooks up to the origional Ford wired 4 pin connector with the two extra pins used for trailer brakes and for power. I followed the wiring diagrams and im not a complete idiot when it comes to electical systems. I havent really looked too hard for the problem but im wondering if someone else had something like this happen or had any ideas to save me some trouble.
Im thinkin its not a fuse because the circuit is completed and the lights function...just not correctly. ANy help would be great. SOrry its so long a message
