Can We Change Limits
I don’t think you can change the rev limiter limits, but you can change the speed limit with a performance chip, make sure you ask for the limit to be taken off.

Can We Change Limits
One way to change his rev limit would be to get an ignition module from MSD. This would not effect his speed limit, but he would gain a few horse power depending on which model he went with.
