This is actually a light duty adaptation of a typical machinery/heavy hauler mover. They have all kinds of powered tugs that drive things around like that.
I've actually used pallet jacks to side shift my work trailer before, it's not as big as an Rv but sometimes in order to park or get around wherever I need to go interesting things need to happen. I couldn't have helped that dude on the hill and rough terrrain, but my rigging gear can do most anything on solid ground.
It's a neat thing though.

Neat idea but I am not sure commercial trucks would adapt to the idea of carrying extra weight that could be in the box as revenue. This is not new. A similar design was around years ago and featured in Popular Mechanics or Science, I don't remember which but it was a long time ago before the adverts ruined the magazines.

Looks like you might have been luckier than me, I hooked mine up to my camper Monday and with my hitch set at 15 1/2 tall looked if my 5th wheel was way out of level and that was with only about 5" of bed clearance which I am in no way comfortable with. Could just be my unlevel and not very flat driveway. So I hope!
