They look like tow lights. Tow truck drivers put them on the vehicle being towed and are sync'd with the tow truck brake lights. Maybe the transporter forgot to retrieve them? Problem is, the ones I've seen are magnetic and those wouldn't work on the aluminum hood.
They pretty much are. They clip on the hood and the rear light is replaced and they use same drill holes with longer screws for the center mount light.
I read somewhere on here, they are actually made by Whelen.
