Front axle issues?

Found what looks like dust seals just hanging loose. From the pic, is that what they are? They were the same on both sides.

If I go into fit them what else should be done at the same time? Any instructions on how to replace.
Passenger side looking back.

Those are dust seals. Best not to mess with it unless your pulling axles to do other stuff as it is a chore and takes some Stuff. There is an updated seal that is way better once you do go into it.
