F350 Lariat

I'm contemplating getting an F350 Lariat Crew cab XL. if it's GVWR is over 10,500 do i need commercial plates, DOT health card & all that stuff??

That's going to depend greatly on where you are...

In Ontario, Canada - because my 350 is over 4999 kg, I need to get an annual safety done; but can run "regular" plates...

In New York, you'd have commercial plates. Other than that, no special requirements. Just get in and drive.

i was told that because it's over 10, 500 GVWR, i need to get a DOT health card

What state do you live in? Great advice, was to contact local DMV.
