Hey Welcome. As far as emissions, it really depends on your location. Where I live there is no emissions inspections or testing what so ever, so I can do whatever I want and not get caught!
Some of these other guys might could help you if you provided your location ( city and state and even counrty in case your North of the border)

78Ford250,
In PA the emissions laws are regulated by the state, but designated by county. The only exempt county that I know of is Fayette County.
The emission testing is compromised of a visual, and an exhaust emission test.
The visual checks for all emission equpment that the vehicle was originally equipped with, AIR pumps, charcoal filters, cats, etc.
The emission or "sniffer test" takes readings from the exhaust of the vehicle.
All vehicles in PA are exempt if they are driven less than 5000 miles a year.

...The speedo cable can be easily disconnected on these old Fords if need be...

It is a lot easier to leave the emissions equipment on your truck, instead of disconnecting your speedo. Make sure you read the laws carefully. You may be exempt from the sniffer test but you still may have to undergo the visual. As for the glasspacks, they should be legal. They have nothing to do with emissions.
Good Luck.

There are no emissions testing in my part of PA.

I thought they only did that in Phila, Pittsburgh, and Allentown.

???

Also, anything older than 10 yrs is exempt. But, if your vehicle was manufactured after 1974, it must have a catalytic converter on it...technically...
