Upper shock mount

Hey guys going to start on the shocks and am puzzled. I have the shock mounts all cleaned up and set them up to the cross member but the holes don't lineed up...is there something I'm missing here are some pictures..it's a 1956 f100

the upper mounts you have pictured are uppers for the front
