Since you have a Dashboss, here's my numbers for comparison.
Keep in mind that the Dashboss measures Ebp's in psi, not hg's of mercury. The conversion is about 33.5 hg's. They should all 3 be relatively close with koeo.

So now with the stock tunes it won't break 28psi? Is the overboosting all in my tunes? Can I get a tune just for the EGR delete and tranny shift points? The engine light hasn't come back on yet for the EGR but I'm sure it will.
So it turns out I can run just the trans tune and egr delete but now the boost is back up a little. Like 30-32psi. I'm not sure why it would be. Is this just they way they are? Either have to much boost or your CEL coming on because of the EGR delete. Grrrr.
Is this normal for a trans only tune to increase my boost. I can still break 30psi if I try unloaded. Should I call it good? Is this to high for no studs?
So when I say it will overboost I don't mean every time I nail the throttle. 1-2-3 and it will sit between 25-28psi if my foot is on the floor it's when I back out and the rpms drop in the higher gears is when it will spike up. Also I did remove the throttle plate and it didn't seem to change anything.
VTG should be near 80% at idle. A tune will fool the trucks PCM into thinking it's at 28lbs boost. A real gauge will show you what your seeing, higher boost. Also why they say to be careful unless your studded. Higher HP needs higher boost and more fuel.
An over boost of more than 4lbs for more than 5 seconds will set a code and possibly the wrench.
During the over boost, the vanes could be sticking a little, possibly you need to clean the turbo.

Yes the VGT came up to 82% after idling for awhile but after a good run it was sitting around 50% I believe. Is that a problem? It's lost it's turbo scream at idle for awhile now. I have a hard time believing this bran new turbo is sticking the exact same way as the old one that I cleaned out. Don't think it's sticky vanes. Thanks for your help.

Yes in fourth it will get close to 30psi and yes after it locks up that seems to be the worst. It will spike up to just over 30-32psi ish. Hard to tell at that speed without crashing. Lol.
