Met a guy today in my area that has an 02 7.3L. He had the issue with hard/no start unless he plugged his truck in. He said that he replaced a wiring harness and he looked at a picture I had of the truck and he was pointing at the glow plug relay. He said the part was a wiring harness. I don't have my truck right now to look at it but he's probably talking about the glow plug wiring harness, right? I'm tempted to replace that, he said about $50. Worked for him, think it will work for me (if you've followed my other threads). Does it have to be from Ford or can I get one from the parts house? Should I replace anything else while I'm at it? (My glow plugs tested good with AE).
How cold is it where you are? As things warm up, you should be able to start your truck without the aid of glow plugs.
If you suspect the GPR is bad and causing a hard start, take a screw driver and lay it across the two big posts on the GPR for 45 seconds, then try to start the truck.
It might spark a little at first, but what you're doing is manually bypassing the relay and energizing the glow plugs with the screwdriver.

New Mexico. It was 80 today. The truck won't start even if it's 100 unless it's plugged in.
I highly recommend getting the Western Snow Plow relay (Western 56131K-2), or the Stancorp relay from dieselOrings.com, instead of Ford. The reason is higher duty cycle and much lower price. The western is @ $23 on e-bay.

Now I remember checking the GPR as shown in that link back 6 months ago. It checked out. The voltage was 11 or 12 volts for a minute or so then went to zero--if I remember correctly. I haven't ever checked the glow plugs except that AE tested them fine!? When you meter the connector is it the connector on the valve cover or the connector you unplug and is in your hand?

So you must a CA truck? The "regular" non extra emissions only had a GPR, whereas you have a module, this monitors each plug and will tell you if one is bad.
I have never ran a glow plug Check in my truck as I just have a GPR (it's one or the other) so I don't know for sure if the truck will show a good test if the truck doesn't actually have a GPM.
You have to dive into his profile to find it but it shows he's got F-450, F-550. They might have modules in them, that E-450 short bus that I got out of DC had one.

I'm partial but I would definitely stick with OE, it seems that these diesel trucks prefer Ford/Motorcraft parts. Looks like the part number is F81Z-12B533-AC for the relay based upon my catalog info and that linked thread as well.

Lakeland, you can buy the Ford GPR if you want, or the same exact one from International for $30. But you might want to research "GPR duty cycle" first! In some cases, like the Motorcraft fuel filter, OEM is better. This is NOT one of those cases. Another great example is the Hutch Mod. If Ford engineered these perfectly, there wouldn't be air sucked in through the pre-pump fuel line connections, and you wouldn't have to drop the tank to clean or remove cartridge filters! Remember, Ford did not make the 7.3, International did, and I don't make any $ from recommending OEM or aftermarket parts. The Western relay I recommended above is the same size as stock with much higher duty cycle for much less money and is made by Trombetta! This one is a no brainer.

You will be metering the connector that is on the DS VC with wires leading towards the PS of the engine.
If the ambient is 80 degrees and you are having cold starting issues, it isn't the glow plugs. You are due for injectors. All the rest of this is a waste of time.
