IMO, there shouldn't be a core charge on a new injector (or any new part, for that matter) at all. It's just Alliant's scumbag way of trying to keep rebuildable cores out of the hands of rebuilders. As far as the core charge on rebuilts, the rebuilders want to make sure they get the old injectors back due to the scumbag move by Alliant. If the rebuilders don't get cores, they're out of business.
