Our auto insurance went up a bit when we moved to NC from Missouri, partly due to having a then teenage son. Far as Emissions on Inspections, that depends on the age of the vehicle. A newer vehicle (I'm not sure of the age) will have to pass Emissions. But then they really just hook up a Scan Tool into the OBD2 and check for codes.
But my 79' F150 is old enough that he's exempt from those.
Vehicles 25 years and older I believe are consider antiques, and exempt from all inspections (might be 35 years).
Vehicles older than 1996 that do not have OBDII have safety inspection only. A safety inspection includes a visual inspection of all emissions devices that are OEM to the make\model\year. So if it came with an EGR, it better have one (even if it has a block off plate or is non-functioning, it's just a visual inspection). Also things like P\S fluid leaks, Brake fluid leaks and levels. ETC. Diesels are safety only, unless it's an antique, then it's exempt. Also some counties (such as Hoke) don't requre emissions, though these are few and far between now.
I'm sure I'm forgetting something. As for registration, I believe the law says you get 30 days after moving here to register your vehicle, and if the vehicle spends a majority of the year being housed here, it has to be registered here. Or something. Never really looked into it much, and since you'll be dual residency I don't know how that applies to you. It's only really used for an extra ticket I think, if you get pulled.
As for the insurance I'm not sure of comparisons, as I've never registered out of state. Only time I lived out of state was as a student, so there was a loophole for that.

I have no worries about that 77 F250, but I don't know if that Chebby would make the trip.

LOL, I wouldnt have it any other way. LOL The chebby did make it down last summer, went to the bike drawing at "WHEELS THROUGH TIME" museum, didnt win the bike but what an awesome place.
