95 5.8 Not getting power to distributor

Hi all, having a heck of a time lately. Situation is I had a major leak from master cylinder and it seems to have shorted out almost everything, I opened up the PCM and found a blown capacitor, replaced it, still nothing, tested ICM it was also bad, so I changed it too, still didn't get spark or injectors, so I checked the harness going to distributor and #8 pin which I believe is 12v has continuity to ground ( key off) no power at all with key on. Question is where does it get power from?

It gets its power from the Ignition switch.
