Don't know what trans you have or batch code your original ECU is, but here is a few #s from FFI that might cross. Don't see a APB, but does not mean it does/does not exist, since list is not near complete.

The computer I received came from an operation called "Flagship One, Inc", who purport to operationally check each unit but further research indicates they are a parts puller operation that attach a lifetime warranty to their goods and then fight tooth and nail against warranty claims. Oh Joy !
My purchase invoice says APB but I received an APC computer from them.
Finally got around to pulling the computer out. It isn't what was suggested. It looks completely different from others I have seen posted on line that are from this era. It only has two of the electrolytic capacitors as mentioned in other threads and they apear to be in fine condition. I know appearances can be deceiving. Here ya go:
Looks good in there. You mentioned that you had replaced all sensors but I didn't see that you listed the tps. I'm not sure that you don't have PCM issues, but I wanted to throw in that it could be a slightly sticky tps when warm, or an IAC or IAB issue.
The key is still in warmer weather, it runs fine if started cold and driven, or allowed to idle when I go somewhere and not shut it off. When heat soaked under hood and it is shut off, it bucks and pops when restarted until I drive a couple of miles to cool it down under the hood and then runs like new.
You mentioned you haven't changed the transmission speed sensor. Are you sure you have an E4OD? The E4OD does not have a speed sensor, but the 4R70W does. Your computer is actually capable of live data stream, but you'll need something like an OTC 4000 Enhanced with the correct '95+ Domestic cartridge. You can generally find them on E-Bay for ~$50-100. You must have the right cartridge with it though, otherwise it's useless.
Also, capacitors can be bad, without actually leaking or looking bad.
I'm just curious what makes you think you have a transmission speed sensor? You don't need the VIN to tell, just look at the transmission. An E4OD has 20 pan bolts, a 4R70W has 14.
As mentioned, the CEL on these computers should never normally blink/flash. If you're getting 3-4 random flashes on startup, that's either a computer power issue, or a failing computer.

That tranny code isn't for the E4OD it's for the 4r70w
