Ok so sorry it took so long to update but I had to get a new computer and the day I got it I was busy getting rid of my Chevy for a Bronco of my own.
The trans cable I believe I got adjusted correctly but it seems like it doesn't downshift still. It defiantly helped a little bit though. I may have to play with the adjustment to get it just right so that it downshifts on time plus the shift points I need to mess with.
I better learn these C6s well since my new to me bronco has a C6 also. LOL

Honestly, if the thing is slow and can't hold its own in 3rd at 55-60....downshifting to 2nd will do no good. I had a diesel (slow as hell) c6 with no kick down and it wasn't an issue.
Amongst my chevy loving friends the 302 in my 91 has earned respect for making the tach needle do a lap when the gas pedal got stuck to the floor so they aren't rev limited diesels that being said my only thoughts are the coil because I've had one that would limit the motor like that or you don't have the power to go faster

The EFI 302 in your '91 is most certainly limited. Partial fuel cut starts at ~5200 RPM, full fuel cut by 5400 or so.

Tach glitch. The computer "thinks" millions of times per second. It will not let the engine exceed the preset rev limiter under any condition.

Ok so sorry for a long response with this thread.
The truck seems to hold its own great when pulling found that out the other day but empty it acts like always. It was downshifting properly with the load and at the right RPM (3500 WOT going to 4300 rpm) but empty it still doesn't downshift except once in a while turning 2000rpms going up this one hill.
When it downshifts this truck moves big time.
I have tried playing with the cable to see if it helps but no such luck.
I did find yesterday while doing the oil change the coil wire touching metal so possibly this was causing the distributor to loose its full potential of spark from the coil.
I will update and say that the transmission pump is weak and the trans does have its issues which is the reason for a C6 sitting aside right now waiting to be rebuilt but I need the bronco going before I can put my F150 down to do it as I rarely have a good day off from work.
I don't feel confident adjusting the shift points on this transmission since it is working (not the best but it gets me to and from work) right now and like I said I can't have it go down not having a second truck yet.
