So I have a 2000 excursion with the v10, first of all I am curious if anyone knows of what and in what order performance upgrades should be done (exhaust, programmer, engine work, etc....) and what benefits I can expect. I am also currently running 35 inch toyo open countries but thinking of going up to 38s, when doing so what should I think of doing to keep the power and somewhat mpg. I am thinking gears, but not sure which ones would be the most beneficial.

EXhaust : Min. new Y pipe Max: Banks headers
Tuner: A must have for the trans & speedo correction
Gears: It would help to know what do you have now??? If you are going to run 38" tires you should consider 4:56 or 4:88s ON BOTH ENDS
Depending on how you use this EX those giant tires should be matched with 5.13 or deeper gears since you mentioned performance. Deeper gears are the single largest performance boost you can do for a V-10 short of forced induction. And even then more gear will be better!
Good headers (like Banks or Thorleys) mated with a quality performance muffler will help the motor exhale much better which will free up some usable power under high load situation. Don't make the mistake of going with true dual exhaust with big pipes, you will loose low end grunt with them.
Don't mess with the factory cold air intake, just change the paper filter out for a new clean one. That setup can outflow the motor at redline.
Not just a tuner but custom tunes! Around here 5Star Tuning is the go-to shop for V-10 custom tunes, they really know these motors. They will write you tunes with all of your other mods taken into consideration to get the most from the combination. And the tunes will greatly improve your trans performance which is probably pretty poor currently with 35"s and stock gears.
Some more info on how you plan to use the EX will help others to suggest additional mods that may help you move towards your goals.

When going on long drives or anything I have a small car also....
I am not sure what it has for gears, I know the reared is not the stock. That year should have the opposing calipers and mine are both in the rear. I tried to read the diff tag, no luck. I would love to get some sound out of it, I know that it will never sound like a V8 due to the way the cylinders fire, but still would like something. Maybe straight pipe with only the cat.... idk
Just eyeballing it, if those are 35's I would guess 38s will fit or at the most a nip off the bumper and maybe a corner of the rear fender.
I run/ have run 37s 39s & 40s but with a 7.3 so I don't have any motor mods to help ya out. I can tell you the stock braking gets marginal with 37s and with 40s it pretty much sucks.

Not necessarily, I have (3) 2000 Xs Only the earliest one has the opposing rear brake set up. I really don't think you should be looking at any deeper gearing than 4:56/4:88 The reason is this, I run 37's with STOCK 4:30s (effectively 3:73 ratio now). I pull 10 to 12K with no issues what so ever. If you ever want to go with smaller tires with a ratio in the 5s you would be totally screwed. IMO. If your looking to just launch your truck off at a red light, Well, more power to you. Please let me know the LONG list of weak links you discover. I would prefer the list in chronological order. PC is correct : @ 37" & over the brakes should be addressed as well. HECK with 265/75s the brakes should be addressed
NICE looking truck by the way
1. Gearing, you are addressing it but I'll just stress the importance
2. Brakes, get softer pads, check your soft lines and rotors, basically confirm your system is top notch.
3. Rubing, consider a little bit of trimming of the fender or bumper rather then more lift to clear, your ex will handle better.
4. If you still have leaf springs the tires are going to rub on them and decrease your turning radius. ( 4 link /coil conversion will fix that as well as improve the ride )
5. Ball joints... Nuff said
6. Shocks, 37s are heavy.
7. Steering damper. 37s are heavy
8. Steering. Unfornuatly fords steering setup leaves a lot to be desired and is the weak link.
At a min make sure yours is up to factory spec. Use OEM or better replacement components. Mods are available.

My tires do not touch the springs with a 9.75" wheel 4 1/2" B/S Only touch the plastic inner fender when driving it a little hard.
So I put on a buddies 38s they fit and with very minimal rubbing, only rubbing is on the inner fender and the plastic bumper shroud. Only rubs when in the turning lock. I like the look, but think that I will go with the 37s. I am still not sure what to do for extra power, I mean I am going to change the gearing. I am thinking 4.56s or something along there. I was looking at the Thorley headers just not sure what size exhaust pipe and what muffler will give me the power and sound. Do they make a throttle body spacer for the v10? Short of serious motor mods which will cost some very serious dollars the absolute best performance gains will be had by getting the effective gear ratio to something close to 4.30. Actually a little deeper is more betterer when I had 32" tires and my 4.88 gears the EX drove like a hot rod! But the unloaded fuel mileage did suffer a little as the highway economy dropped from 15 to 12.5 with that combo, my current 35.28" tires and those gears give an effective ratio of 4.39 and my unloaded highway MPG is 13. . And the performance is noticeably better than it was with stock tires (31.5") and the factory 3.73 gears..
I do run custom tunes from 5Star and Banks headers and am telling you that the single largest performance gains are from gears.
Be careful with the exhaust, opening it up with too large of a pipe size will rob you of low end grunt, the 3" factory system is a decent design that would benefit from a quality performance muffle and of course the headers!
