Post P-450 Brake Bleeding Problems

I am working on my P-450 1976 ford truck. I can't get the brakes bled. This system uses a split system, with dual frame mounted brake boosters. According to the Manual, the front half of the master cyl. pushes the fluid through a proportioning valve, to the booster ,then to the rear top wheel cyls.,and to the front wheel cyls. The back half of the master cyl.sends fluid through the proportioning valve, to the other booster and then to the rear bottom wheel cyls. Did I mention there is another pair of proportioning valves between the boosters and the rear wheel cyls.? I don't have any apparent leaks, master cyl.and wheel cyls. and boosters are new (reman). On the second or third pump I have great pedal,hard as a rock, but let it set a few minutes and hit it, it goes to the floor. After pumping up, the pedal does not go down with pressure on it. Can the proportioning valve(s) have anything to do with the bleeding? it's the only thing I haven't had apart or replaced. Does anyone have any experience with this complicated system?
As usual, any suggestions are greatly appreciated!

P-450 Brake Bleeding Problems

are you getting fluid out everywhere? How about those valves that spool over to the side with pressure. Is there a way to center those. If you lose one system the valve blocks off the other. Other than that sounds like a bad new master...
