Welcom to FTE! What year truck and engine? 6.9 or 7.3? could be a bad controller but hard to tell without more information. From what you describe is sounds like a 6.9 controller. They are known to stick in the on position but I don't know if they cycle like that when bad. There are stickies at the top of the page that explain both glow plug systems, read through them and see if they shed light on your problem or someone else may come along with more experience than me.
welcome to FTE. the pre 87 6.9 controller was a problem child that would fail in the on position.
and it sounds like your controller is starting to fail. there are two ways to fix this. replace the controller with the one that is in there, or replace it with the more dependable 87 to 94 solid state controller.
you could also bypass the controller with a push button, but i prefer using the new style controller
