Power steering

I have 1995 ford L-9000 truck, and the power steering fluid is coming out of the reservoir cap when I turn the steering wheel. I thought it was the pump, but when we took it off it looked like nothing was wrong with it. I'm scratching my head about this. If anyone could help me out I would appreciate it, thanks

C2 pumps will always do this with the engine off or the belt missing.

Are you sure the pulley is turning the pump?
Have you considered a saginaw pump from an E-series?
